UM Faculty of Law visits Mozambique and Brazil to strengthen legal cooperation with Portuguese-speaking countries

MACAU, October 27 - A delegation from the Faculty of Law (FLL) at the University of Macau (UM) visited Mozambique and Brazil to deepen academic and legal cooperation with Portuguese-speaking countries. During the visit, the delegation met with representatives of higher education institutions, judicial bodies, and research centres, and participated in a series of academic activities on topics including international law, artificial intelligence (AI), digital justice, and human rights protection. The visit aimed to further leverage Macao’s role as a ‘precise connector’ between China and Portuguese-speaking countries and to promote research and exchange in international law.

In Mozambique, the FLL delegation held working meetings with representatives of the Faculty of Law at Eduardo Mondlane University and of the Faculty of Law at Agostinho Neto University, Angola, further strengthening the trilateral cooperation mechanism among the three institutions. Representatives of the three institutions also participated in a joint seminar titled ‘Protection of Children’s and Adolescents’ Rights: Bridging Digital Transformation and Social Realities – Experiences and Perspectives from Mozambique, Angola, Macau and China’. Scholars at the seminar shared research findings and practical experiences in protecting the rights of children and young people in the digital age, fostering closer academic exchange and cooperation in the field of law.

The delegation was also invited to attend the international conference ‘Digital Constitutionalism and Fundamental Rights: Transnational Challenges in Portuguese-speaking Countries’, organised by the Constitutional Council of Mozambique. The conference brought together legal experts, judges, and researchers from different Lusophone jurisdictions to discuss the challenges and opportunities that digital transformation presents for the protection of fundamental rights, the development of constitutional theory, and transnational legal cooperation.

In Brazil, the FLL delegation visited the University of São Paulo (USP); the Court of Justice of the State of São Paulo; the Pontifical Catholic University of São Paulo; the Brazilian Institute of Education, Development and Research; the Chamber of Conciliation, Mediation and Arbitration of CIESP/FIESP; the Court of Justice of the State of Tocantins; the Superior School of the Judges of the State of Tocantins (ESMAT); and the Federal University of Tocantins (UFT). These visits further expanded UM’s partnership network with higher education institutions and judicial bodies in Brazil.

At USP Law School, the delegation held an academic exchange session with local scholars on a wide range of legal topics, including public international law, BRICS studies, constitutional and administrative law, contract law, international trade law, AI, and big data. In addition, UM’s FLL, UFT, and ESMAT jointly organised the ‘Brazil–Macau Seminar on Digital Justice, Artificial Intelligence and Human Rights’. The seminar focused on the use of AI in the judiciary, human rights protection, and developments in legal technology. It brought together members of Brazil’s judicial and academic communities, further strengthening exchanges between Brazil and Macao in digital justice and legal technology.

Through these high-level academic and judicial exchanges, UM scholars shared the university’s latest research findings in areas such as AI governance, the digital rule of law, and constitutional theory with legal and academic communities in Portuguese-speaking countries. The exchanges also provided opportunities for participants to gain a better understanding of the use of AI in Macao’s judicial system and the latest developments in digital constitutionalism.

The FLL delegation comprised Paulo Canelas de Castro, programme coordinator for academic cooperation projects; Zhai Xiaobo, assistant dean of FLL; João Moreira, associate director of the Centre for Judicial and Legal Studies of China and Portuguese-Speaking Countries; Sara Migliorini, assistant professor; and Fan Xiaoding, senior instructor.
